Sr. Credit and Financial Analyst

General Summary:

Assesses, monitors, measures, analyzes, validates, and reports on credit risk activities related to the Bank's Advance program, investment activities, and the Mortgage Purchase Program. Prepares complex analyses of the financial strength and performance of all credit related counterparties of FHLB of Cincinnati, including but not limited to, banks, broker dealers, credit unions, insurance companies, community development financial institutions, future commission merchants, resale, unsecured Treasury counterparties, and vendors, to measure and stratify the level of credit risk exposure created by extending credit to an institution or counterparty. Prepares analytical and statistical reports reflecting above analyses. Maintains and validates statistical databases used in the financial analysis process. Assists in training and development of junior analysts.

Principal Duties and Responsibilities:

  • Prepares periodic complex narrative financial analyses of Member institutions as well as vendors, and foreign and domestic unsecured counterparties detailing both quantitative and qualitative factors in support of an assigned risk rating conclusion.
  • Leads in the development and preparation of reports and analyses of industry and District financial trends.
  • Serves as a mentor and trains junior level analysts.
  • Uses vendor software and other third party provided data to develop and monitor Member institution and unsecured counterparty peer group statistics.
  • Primarily responsible for preparing analyses of "special purpose" unsecured counterparties, mortgage Insurance companies, housing finance agencies, insurance companies, broker dealers and high risk vendors.
  • Leads in preparing internal management reports detailing high risk members and counterparties (Watchlist) and risk surveillance reports for monitoring member performance trends and emerging issues.
  • Processes updates to financial condition and performance data in internal systems/applications, as well as factors reliant on this data (regulatory financial data, collateral statuses, ratings, etc.).
  • Reviews and/or validates the accuracy of member financial statistics used in underwriting decisions and the Bank's credit rating process.Prepares analyses of potential Member Affiliate Collateral Program participants, and performs on-going reviews and documentation of program eligibility.
  • Performs eligibility evaluations of bond investments pledged by members.
  • Maintains professional knowledge of financial analysis techniques used in evaluating the financial strength and performance of various types of financial institutions, including insurance companies, commercial banks, community development financial institutions, and credit unions.
  • Performs complex targeted and portfolio level reviews/monitoring of key credit risk exposures, decisions, and strategies.Leads in the production of reports and presentations that outline findings, explains risk positions, or recommends changes/improvements.
  • Provides relevant oversight and advisory services to help ensure credit risk exposure is optimized and performs updates to credit risk-related policies and practices are appropriate.
  • Performs above duties as well as others assigned by management.

Minimum Knowledge, Skills And Abilities Required:

  • Knowledge at a level normally acquired through the completion of a Master's Degree in Business Administration, Accounting, Finance or related field of study is required. Specialized and focused training on credit analysis from rating agencies or financial services experts is highly preferred.
  • Five years of experience in progressively responsible positions as a financial analyst, internal auditor, or analyst with a background in credit risk management. Prior experience at a financial institution, rating agency, financial industry consultant, or examiner for a regulatory agency is beneficial.
  • Effective communication skills, both written and verbal. Ability to adapt communication style to suit the intended audience while interacting with Bank staff and external contacts in a professional manner. Ability to handle sensitive information and continually demonstrate tact and diplomacy.
  • Ability to work independently and prioritize work assignments. Ability to research, identify and implement solutions to a variety of administrative problems. Analytical skills necessary to develop complex factual reports or summaries through data gathering, interpretation and compilation of results while maintaining a consistently high degree of accuracy.
  • Demonstrated proficiency with a personal computer, including a working knowledge of application software.Intermediate to advanced skills in the use of Word and the ability to build and maintain complex formulas in Excel to compile data for analysis purposes.

Working Conditions:

Flexibility to work outside normal business hours if required to complete time sensitive projects.

Notation: This position has been identified as "high risk" as outlined in the Bank's Background Check policy. Individuals occupying this position will be required to submit to a background check biennially. Such repeat background check(s) are considered a "condition of continued employment".
