Purpose:

The Senior Manager of Safety, Security & Regulatory Compliance (SMSSRC) and Agent for Service is responsible for and has oversite of:

The design, implementation, and management of an effective Safety Management System (SMS).

Safety Department - FAA / DOD / OSHA and the Volunteer Safety Programs (ASAP & Fatigue reporting) and (Safety & Event reports)

a. Developing and maintaining Corporate Safety training and awareness programs in OSHA regulations, Emergency Response, Family Assistance, and environmental assessment.

b. Leads ATI Safety and Environmental Programs, working with and through Company officers to ensure the highest standards of Safety in Company operations, systems, and programs.

c. Prepares periodic reports and presentations to keep the President and senior Company officials in-formed of safety and environmental issues or concerns and the achievement of Company and departmental safety goals.

d. Emergency Response Team Leader directs the Company 'Go Team' in the event of an aircraft mishap.

e. Maintains the ATI Safety Reporting System and updates guidance on the reporting system. Investigates events identified through the flight risk analysis programs (Safety Reports) or trend analysis to identify areas of vulnerability within the Safety system and collaborates on solutions with appropriate levels of management.

Security Department - DOT / DOD / DHS (JPAS & NISS)

  1. As designated Alternate Aircraft Operator Security Coordinator (AOSC), ensuring compliance with the Full All-Cargo Operator Standard Security Program and all ATI security requirements.

b. Ensure workplace and aviation related Security Training programs are functioning effectively.

c. Acts as primary liaison with law enforcement and prosecutors.

d. Administrator of building security, emergency response, and evacuation procedures.

e. Ensures compliance with pertinent aviation security programs and directives.

IEP Department - FAA / DOD

a. Ensures the quality of policies, procedures, instructions, and information of the IEP.

Regulatory Compliance Department - all regulatory agencies (WebOPSS & VDRP (FAA & TSA) systems)

a. Notifying the Federal Aviation Administration (FAA) Certificate Holding District Office (CHDO) in writing within 10 days of any personnel change or vacancy in the 14 CFR Part 119 required management positions.

b. Notifying the FAA CHDO in writing at least 30 days in advance of any change of address of the principal business office or its principal base of operations.

c. Acting as primary liaison in all compliance matters with the FAA, National Transportation Safety Board (NTSB), Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA), other federal agencies, industry organizations and associations.

d. Consulting with legal counsel in matters regarding legal issues as directed by the President and acting as primary liaison in matters of compliance with all Federal regulatory agencies.

e. Ensuring compliance with all applicable federal regulations including Federal Aviation Regulations (FARs), Transportation Security Administration (TSA), OSHA regulations, and DOT regulations.

The design, implementation, and management of the following manuals: Safety Program Manual, Management Systems Manual, Airline Security Manual and Emergency Response Manual.

Job Functions:

* Chairman of the Quarterly Safety Meeting and Safety Committee. Develop and present information that is related to all Safety matters.

* Serves as a member of the following boards: Executive Board, Internal Evaluations Review Board, Continuous Analysis & Surveillance System Board, Regulatory Compliance Board and Fatigue Risk Steering Board.

* Oversite of the SMS as delegated from the Accountable Executive and provides SMS training.

* Oversite of and participation with the Safety/Security Department for: Aircraft Operator Security Coordinator (AOSC/TSA), DOD security, coordinates with the TSA, Quarterly Safety newsletter, review and update Company security training annually, provides Company security, Security investigations, new hire and recurrent security briefings. OSHA, Emergency Response Plan, Safety postings, Safety Investigations, Safety training updates, volunteer programs, new hire, and recurrent safety briefings.

* Oversite of and participation with the IEP Department and Regulatory Compliance for: Agent for Service, filing of original documents both electronic and paper form, is the primary liaison in all compliance matters for Federal agencies, industry organizations and associations. Approval of developed Evaluations, conduct evaluations, analysis of data, and trend monitoring.

* Development of Emergency Response Plan and participation in Emergency Response Drills. Directs the Company "Go Team" in the event of an aircraft mishap

* Oversite and participation for manual changes and updates: Safety Program Manual, Management Systems Manual, Airline Security Manual and Emergency Response Manual

* Oversite and participation with Safety Database (WBAT System), all Safety reports received, Event Review Committee meetings, ASAP investigations, data analysis of multiple reports and collaborates interdepartmentally.

* Prepares periodic reports and presentations to keep appropriate personnel informed of safety and environmental issues or concerns and the achievement of Company and departmental safety goals

* Leads ATI Safety, Security and Environmental Programs, working with and through Company officers to ensure the highest standards of Safety, Security and Regulatory Compliance in Company operations, systems, and programs

* Conduct proficiency checks and/or flight instruction from either pilot seat in a simulator.

Position Requirements:

* High school diploma or equivalent

* At least three (3) years of managerial experience

* Excellent working knowledge of Airline Safety, Security and Regulatory Compliance functions and requirements

* Must have a full understanding of the following: Aviation safety standards and safe operating practices, 14 CFR 1, 5, 21, 23, 25, 43, 45, 47, 65, 91, 117, 121 and 500, Operations Specifications.

* Attention to detail and good verbal/written communication skills; Excellent interpersonal skills; Exceptional problem-solving abilities

* Ability to work well with others as part of a team and work in stressful situations

* Must be proficient in Microsoft Office (Word, Excel, etc.)

* Knowledge of aircraft accident investigation, working with the NTSB and emergency response plans

* Knowledge of Security Coordinator (AOSC/TSA) and DOD security

* Must have an understanding of Regulatory Compliance and working with federal agencies

* Minimum of three (3) years working in a Part 121 Safety department including SMS

* Proven proficiency in training, communication and presentation skills including development of presentation and training materials

* Working knowledge of: CBT, MS Word, Excel, PowerPoint and Outlook

Preferred Job Skills:

* Bachelor's degree or FAA Airman's Certificate (Pilot, mechanic, or dispatcher license) and equivalent training and experience

* OSHA 30 hours certificate

* Five (5) years of managerial experience with an airline

* Certified Flight Instructor (CFI) rating or Ground Instructor Certificate (AGI) with an Instrument rating or prior experience. Acceptable prior experience includes military pilot/flight engineer instructor or pilot/flight engineer instructor in a Part 142, 135 or 121 operations.

Physical Requirements:

* Employees are regularly required to, stand, sit, talk, hear, and use hands and fingers to operate a computer and telephone keyboard.

* Comply with ATI attendance requirements

Ability to lift up to 50lbs
